[Cmake] install target in Nmake Makefiles

There seems to be a problem with the install target in Nmake Makefiles.  The clip below was extracted
from an Nmake Makefile produced by a recent CVS version of cmake for VXL.  It looks like the Unix
Makefile install format was used for the Nmake Makefile install target.  Nmake complains about the
unexpected "!" that you see below, and would probably also complain about "mkdir" and "chmod" if it
got that far.  Unfortunately, GNU make cannot use the Nmake makefile because it does not like the
"!IF" commands elsewhere in the file.  The two makes do not like each others exclamation points.
