[CMake] CMake Tools for Visual Studio 1.3 RC1 Available

I've made available the first release candidate of CMake Tools for Visual
Studio 1.3, which adds support for CMake 3.1 and IntelliSense for generator
expressions.  As usual, it's available from the project web site at
http://cmaketools.codeplex.com.  Enjoy!
