[CMake] LINK_FLAGS_<CONFIG> bug in Xcode Generator in CVS 2.8 branch and head branch

It looks like the implementation is just plain missing from that
generator.  Please submit a bug report here:

   http://www.cmake.org/Bug

and send me the issue number.
