[CMake] LINK_FLAGS_<CONFIG> bug in Xcode Generator in CVS 2.8 branch and head branch

CMake is ignoring the LINK_FLAGS_<CONFIG> settings for
set_target_properties() when using the Xcode generator in the 2.8 branch and
the head branch.
