[CMake] What does `cross-platform' mean?

Before reading on your comment I want to tell clearly that I am
expression MY OWN OPINION regarding CMake design.

I'm a pleased CMake user but not an official CMake developper.
My word are "only a MY simple user point of view".

That said I'll go on reading your comment
on come back afterwards.
