I tried with nmake and sdcc and it worked for me, both with forward and double 
back slashes.
An environment variable isn't supported currently.

cmake -DCMAKE_MODULE_PATH=c:/dir -DCMAKE_TOOLCHAIN_FILE=foo.cmake srcdir
