ExternalProject: Find VCS packages quietly

This keeps the VCS packages out from FeatureSummary output, unless the
INCLUDE_QUIET_PACKAGES is used.


It's a very small change, but I'm not sure if there is a reason why the
find_packages are not QUIET at the moment...
