[cmake-developers] pause on new topics please

Okay, things are in good shape again.  The 'cleanup-build-commands' topic
just merged to 'master' made sweeping changes to Tests/CMakeLists.txt and
overhauled the CMAKE_MAKE_PROGRAM variable (mostly on VS generators).

If you have topics that work with either of these, or are unsure, please
rebase them on master as of commit 1da77bf1 or later.

Otherwise, please proceed with the normal workflow.
