[cmake-developers] Any idea why continuous tests are failing?

I wish that you had just removed the if(POLICY check first so we could
debug the problem of the wrong CMake being used...

Brad asked me to review your changes, just to get a 2nd pair of eyes
on them, and I will get to that today or Monday. Sorry it couldn't
have been sooner.
