Summary:                    Enable CTest submissions over HTTPS / Deliver
installers with an SSL enabled version of libCURL
Description: 
Unfourtunately the build of CMake/CTest currently delivered with CMake
installers isn't able to submit to CDash over HTTPS. The reason seams to be a
limitation of the used binary of libCURL. The error message says: 

Error message was: libcurl was built with SSL disabled, https: not supported!

Steps to Reproduce: 
1.) Download CDash test project from:
http://www.cdash.org/download/CDashTest.zip
2.) Configure
3.) Try to build target Experimental
