Summary:                    CMake doesn't generate .rule files
Description: 
When I discussed External project with David I mentioned that my external
project is always rebuilt. I found the reason: the .rule files are missing (so
it seems that target is always considered out of date.

Steps to Reproduce: 
See minimal example in attachment. I put generated code too. It uses
ExternalProject macro.

Additional Information: 
It seems that problem is with missing CMakeFiles directory.
I'm sorry that I'm unable to check with more recent CMake version and if this
bug is already fixed.
