The problem is that there are TONS of bugs about modules and I just can
not get to all of them, and by the time I get to them they are stale.
We need a new solution. I was using cygwin as a model for this. If
Bill, Alex, and Brad vote, that is three votes. Basically the voting
gets people to take it a bit more serious and gives us a chance to look
at the formating and code, and it lets users know what is out there. I
suppose the bugs can still go in the bug tracker but they will have to
be assigned to the maintainer. If you have another idea, that would be
great. But, the current mode of operation is just not working.
