[CMake] CXX_CLANG_TIDY doesn't handle multiple arguments correctly

It works for me with '-fix' as well. However, it doesn't work with
"-warnings-as-errors", '-header-filter', and '-line-filter'.
The problem is definitely not in semicolons.
