Which CMake version are you actually using?
This feature was implemented in CMake 3.3.0.

This still works for me using CMake 3.7.0-rc2.

CMake 3.7.0-rc2's own windows installer uses the same feature for the 
start menu shortcut to the documentation which also seems to work for me.
