[CMake] CMake is re-running due to generate.stamp.list is missing still in CMake 3.2.0, gernerated projects for VS2010+ifort xe2013

Hi all
   I used CMake 3.2.0 to generated CMake files for VS2010 and ifor13.1 version for my project- Everything was working, until everytime I tried to re-build all the projoctes, I saw the message: CMake is re-running due to generate.stamp.list is missing, and then after re-build, I got piles of dialogue box asking for unload all the projects- HOWEVER, the generate.stamp.list is RIGHT THERE!
   I know somebody has posted this question before on https://public.kitware.com/Bug/view.php?id=10589. And it is said it's solved in 2.8, but it's stll appeared again again on3 of my different machine.
