[CMake] fortran compiler failed to compile simple test program

I've scoured the cf77 docs and found nothing native so I've responded to concurrent and again asked how I can find unique identifying information for cmake to latch onto.  Will report back.

Agreed on both counts although I've challenged concurrent to justify their decision to treat -rdynamic different than standard GNU.  I think ideally cf77 would handle -rdynamic same as standard GNU.  If that's really not an option, we should continue down the path of having cmake identify cf77 and strip the option.
