Maybe the better lead:
I made the UseLaunchers setting behave just as BuildDirectory, in terms of 
requiring its presence. And I get:

  Cannot find UseLaunchers  key in the DartConfiguration.tcl

But OTOH:

  grep Launch DartConfiguration.tcl
  UseLaunchers: ON
