[CMake] CMAKE_INSTALL_PREFIX problem

Hi Jeremy.

Does ${BUILD_BIN} perhaps start with a slash? If so, it would be
interpreted as an absolute path, which of course ignores
CMAKE_INSTALL_PREFIX.
