I tried this reduced CMakeLists.txt:

   cmake_minimum_required(VERSION 2.8.12)

   set (HDF5_ALLOW_EXTERNAL_SUPPORT "NO" CACHE STRING "Allow External 
Library Building (NO SVN TGZ)")
   SET_PROPERTY(CACHE HDF5_ALLOW_EXTERNAL_SUPPORT PROPERTY STRINGS NO 
SVN TGZ)


cmake-gui (2.8.12.2) gives me a drop-down list with the three distinct 
values "NO", "SVN", TGZ".
