[CMake] MinGW Makefiles Generator no longer supports toolsets?

Is there a particular reason why something that worked perfectly fine no
longer does?

CMake Error in :
  Generator

    MinGW Makefiles

  does not support toolset specification, but toolset

    M:/sack/tc_local.txt

  was specified.
