[CMake] Adding Target to sibling

Hi,
I have a c++ library with some wrappers.
The wrappers are in two folders ./Wrappers/C  and ./Wrappers/Python

The python 'target' and its install is just some python files. However it 
depends on the C wrapper being built and installed first. How do I express that 
in the CMakeList in the python folder?

Currently, the python wrapper CMakeList just looks like this

PROJECT(pythonWrapper)

#=============== INSTALL =====================
add_subdirectory(Tests)
install(
             FILES
             rrPython.py
             rr.py
             SBMLTester.py
             MasterTest.py
             simulationTimer.py
             DESTINATION Python  	
             COMPONENT Python
        )
