[CMake] Global STATIC_LIBRARY_FLAGS_<configuration> ?

Hi guys,

Any plans to add a CMAKE_STATIC_LIBRARY_FLAGS_<configuration> ?  It seems
rather weird that I can set 'global' linking flags as well as compilation
flags, but that the static_library step flags are tied to a target. I know
this can all be 'hacked' with overriding the add_library() call, but it's
not very pretty.

Anyone?
