[CMake] Weird behaviour with CPackComponent and NSIS

Nothing known (that I know of), but it's not surprising given the
complexity that you describe. Is there a less complex case that we can
use to reproduce the problem? Or can we see your complex case? (i.e.
-- is it publicly available?)
