[CMake] Better handling of library dependencies for CPack

Hi guys,
Since there was no object to the proposed dependency method, we
completed the DebSourcePPA.cmake script and created a tracker for it:
http://www.cmake.org/Bug/view.php?id=12141
should be able to do stuff like:
CPACK_DEBIAN_PACKAGE_DEPENDS_UBUNTU_LUCID
CPACK_DEBIAN_PACKAGE_DEPENDS_UBUNTU
CPACK_DEBIAN_PACKAGE_DEPENDS
