[CMake] FindBLAS and FindLAPACK

Hello,

I have seen some discussions earlier about FindBLAS and FindLAPACK
resolutely demanding Fortran even though there is a version written in
C (CBLAS, CLapack) available (so there is no issue with underscores in
subroutine names). But still I have not succeeded in using C-versions.

I would like to ask if I am missing something, or how is it possible
to use those.
