[CMake] about FIND_PACKAGE(PythonLibs): Could NOT find PythonLibs

I think you should be doing something like:

find_package(PythonLibs REQUIRED)
include_directories(${PYTHON_INCLUDE_DIRS})

You shouldn't be calling SET.
