[CMake] Nesting a cmake project

I just looked at your email address and now I'm pretty sure I know why
I've had "Lonely Rolling Star" from the Katamri Damacy soundtrack stuck
in my head all morning :).

But you might ship Inner without Outer, right? Or use Inner in a third
project, OffToTheSide? These relationships are easier to model and less
messy if Inner doesn't live inside Outer.
Anyway, just something to consider.
