[CMake] Different configurations for Debug and Release

Depends on what property/variable you're trying to set. Many of the
interesting ones (e.g. CXX_FLAGS) have configuration-specific variants
(e.g. CXX_FLAGS_RELEASE, CXX_FLAGS_RELEASE).
