[CMake] InstallRequiredSystemLibraries cannot install just debug libraries

There's no way currently to install or get just the debug libraries
for InstallRequiredSystemLibraries. As this would usually be used for
packaging, it makes sense to only distribute the debug versions on
debug builds.

I can create a patch for this if it would be accepted.
