[CMake] Why are blank-delimited strings in commands escaped on Linux?

Then explain the detailed difference between the following three:
   set(a_list -Lfoo -lbar) -> creates a list with "-Lfoo" and "-lbar"
   set(a_list ${a}) -> ???
   set(a_list "${a}") -> ???
