You may also need to use FORCE:

if(NOT CMAKE_BUILD_TYPE)
  set(CMAKE_BUILD_TYPE "Release" CACHE STRING
      "Choose the type of build, options are: Debug Release
RelWithDebInfo MinSizeRel."
      FORCE)
endif(NOT CMAKE_BUILD_TYPE)
