[CMake] Problems with target_link_libraries picking up both sets of libraries

Did you try the following ?
target_link_libraries(hello2 debug ${ETK_DEBUG_LIBRARIES} scl-d.lib
optimized ${ETK_RELEASE_LIBRARIES} scl.lib)
