[CMake] ARGV to pass to CMAKE_COMMAND

No, and I think in general this wouldn't make a lot of sense.
What do you want to pass ?
The generator ? There is the CMAKE_GENERATOR variable for that.
Some values from cache ? Then pass explicitely these values.
