[CMake] Google's protocol buffers cmake module

It was pointed out to me that I should set the GENERATED TRUE property on the 
generated files. So here is the revised version.


Again, I would ask if anyone know of a repository for these things. Surely, 
there must be hundreds of software libraries where such files are useful, at 
least as a starting point.
