[CMake] Why CPack does not _ALWAYS_ use DESTDIR?

So, the project I was concerned about is a CMake project, but does some 
funny stuff with install script I think.  Anyway I tried DESTDIR and it 
failed on the project in question.  So, I think improving the error 
messages would be my preferred option at this point.
