[CMake] Why CPack does not _ALWAYS_ use DESTDIR?

There are these project-backwards-compatibility files. Could they be used to 
keep those projects working while changing the default ?
(hmmm, you say it's for the non-cmake parts, so maybe not.... but cpack could 
support that too, maybe)
