[CMake] Retrieving a named argument from a list

I'd be glad to volunteer myself as a maintainer and or patch provider.

It seems to me even if LIST was modified to support a BETWEEN function
we'd still probably need a macro.   Maybe the best solution would be
to add a new language command  ...

GET_NAMED_ARGUMENTS ( NAMES_LIST ).
