[CMake] adding a Visual Studio 2005 deployment project to a solution

No, I am not mixing version of VS. I attached a small hello world program
with an installer. This has the same problem.

We have a test case for include_external_msproject that works. Can you 
provide a small example?  Are you mixing versions of vs?  (i.e. create 
for vs 8, and include external vs7?)
