[CMake] can't create makefile in Visual C++ Express Edition Version 8.0.50727.42 (using cmake example demo)

Hi, 
I have got the same problem, but I installed the SDK. 
So I have the user32.lib and it is in the PATH. 
Nevertheless I get the same error as described here. 

What am I missing?
