[CMake] spammers editing legitimate bugs?

We are working on this problem.  I think we may have to ditch phpbug 
tracker.  We are looking at mantis.  If anyone knows how to convert bugs 
out of phpbugtracker to something else, help or suggestions would be 
appreciated.
