[CMake] File globing and directory source tree

Is FILE( GLOB .... ) and FILE( GLOB_RECURSE ...) only working for the
directories under the [PROJECT_NAME]_SOURCE_DIR or
[PROJECT_NAME]_BINARY_DIR?

I wanted to pass a dir from outside so i can copy some dlls with the install
command, and apparently globing doesn't work

Any suggestions?
