[CMake] FindXXX.cmake specification inconsistency

you gave me the quotes, that say *how* it is done currently, but
definitely not *why*.

so, is there *anybody* here in the list, who can answer my question?
why are there 2*2 variables, containing the same?
why not replace one of them by the other?
