You could use "Unix Makefiles" and this make:

http://www.cmake.org/files/cygwin/make.exe

(The cygwin make does not handle windows paths any more.)

Or you could use nmake.   Just be sure to set CC and CXX before running 
CMakeSetup or cmake to create the makefiles.
