[CMake] CTest still unable to communicate with Dart2 server

David,
Thank you for responding so quickly. I tried http and got an error
saying it could not resolve the hostname "http". I looked in the output
logs and found the address http://http//localhost:8081 so I changed the
drop location from http://localhost:8081 to localhost:8081. Not it
simply says Access Denied. It also indicates that it is contacting the
company proxy server. I have no idea why it would do this. I am using
localhost in the address above and have localhost defined in my hosts
file. My resolution order is hosts,bind. Also, the
cmCTesetSubmitHandler.cxx log message indicates the submission was
successful - even though it is not.
