[CMake] issue with INSTALL and CMAKE_INSTALL_PREFIX

CMAKE_INSTALL_PREFIX is a CACHE variable, so you have to set it from the cache.
However, are you sure you don't want to use DESTDIR which cmake does support.

make install DESTDIR=/path/to/foo
