        ENH: check in new pkgconfig stuff from Enrico Scholz

It is in CVS CMake right now.   If you are interested in this module 
please give it a try.
Also, Enrico, if you find problems or bugs, please let me know to update 
CVS.
Perhaps you can change your web page to point at the CVS directory for 
CMake.
