[CMake] WRITE_FILE and special char

WRITE_FILE(${PROJECT_SOURCE_DIR}/foo.txt "Libs:  -L\${libdir} -lcairo")

Note the \ character before $ to tell CMake we want the character so
that it prevents the variable expansion.
