[CMake] Cmake / Ctest /Dart - feature needed

Hi Xavier,

This sounds like a great idea. I would extend it though:

SET_TEST_PROPERTIES(test1 PROPERTIES MEASUREMENT "Key=Value")

This way you can set anything you want, not just a comment.
