I didn't try, but maybe set CMAKE_INSTALL_PREFIX to "/" ?
Or call a script in the post install hook, which does some additional
installation ? (see SET_TARGET_PROPERTIES)
There you could call a cmake script after installation which does e.g.
CONFIGURE_FILE()
