[CMake] CMake is always genetating files

This is a small example to demonstrate a possible bug in cmake
MESSAGE(STATUS "foo message")
ADD_EXECUTABLE(bar bar.c)

This is the expected behavior, but if I touch the file CMakeLists.txt:
